Well I think that you can cut it anytime but if you don't soak it it will split the bark and look ugly if you bend it past a certain point. If this doesn't happen to you I don't think you need to soak it.
I found even a few hours helped. You could try soaking in a large garbage can.
Well I have some ideas you might like:

I made a wreath with the berries and leaves attached for outside my front door.
Leaves fell off but the berries stayed but it was a pain to make the wreath with the berries on it.
I took pretty coloured leaves from my yard and and stuck them in between the vines.
I would suggest taking off the berries, hanging to dry and wire them on later.
That way you will get them where you want and won't have to wonder about them falling off.

I have made a big ball or sphere with grapevine. I just started with a circle and then kept twisting around in that shape.
It takes a lot of grapevine but it is everywhere right now here.
I didn't but wire might help to hold in place-even temporarily and then could be removed.
I thought it would look great with white mini lights in it hanging from the ceiling or anywhere really.
I also thought that in the spring I could use 3 sticks coming out of a planter and attatch the sphere to it and have a climing plant grow over it. I thought it would look like a hot air balloon.
This would be great with a wicker type basket around the pot.

I haven't done it yet but I want to wind it thickly around an upside down tomato cage to make a tree shape.
This would look great with mini lights as well.
I saw some little stars made with cut pieces. They were cute.
I think they were tied or wired at points.

I thought of another thing I have seen.
Actually it is where I got the idea to make a globe.
thought it would be a good idea. I saw a snowman made out of grapevine globes.
Now I can't remember if it had two or three balls and I think it had a hat on top.
The one I saw was probably about 4 feet tall.
Now that I am thinking big I bet you could make an angel using the tomato cage as a base.
Both of these would be great for outdoors or indoors maybe even with lights.
And if you have a booth or do craft shows having one would be great for getting people over to check it out and then they would look at what else you have.
